  The newest report released by Intergovemmental Panel on Climate Change (IPCC) in 2013 states that it is extremely likely that human influence has been the dominant cause of the observed warming since the mid-20th century and a large fraction ofanthropogenic climate change resulting from CO2 emissions is irreversible.Hong Kong s annual greenhouse gas (GHG) emission is around 42 million tonnes since 2005,among which current treatment of the waste produced by our society accounts for 5%,i.e.2.1 million of tonnes every year.To identify low-carbon solutions to waste management,the first step is to develop a methodology to measure the GHG emission in terms of carbon dioxide equivalent-carbon footprint.This paper discussed the currently available local and international standards in measuring carbon footprint of a building,an organization or a product and proposed to standardize the scope and boundaries and develop a method for waste management solutions.It also discussed the current available solutions for waste management and compared its environmental impact in terms of carbon footprint.Finally,it introduced Hong Kong s effort in waste management and on-going and potential low-carbon solutions such as full utilization of the recovered landfill gas and gas generated from waste water treatment and development of one integrated waste management facility (IWMF),two organic waste treatment facilities (OWTFs) and one sludge treatment facility.
