中小企业是各国技术创新体系中最活跃的群体,是科技成果产业化的主力军。我国中小企业技术创新面临着创新人才短缺、资金不足、融资困难、技术薄弱、管理落后、社会服务体系不健全等困难。为促进我国中小企业技术创新的发展,提出基于比较管理理论的中小企业技术创新管理研究框架。从企业内部技术创新管理体系和体系外部环境两方面进行中、美两国中小企业技术创新管理对比分析,借鉴美国的有益做法,提出改进我国中小企业技术创新管理的对策。
Small and medium-sized enterprises (SMEs) are the most active group in the technological innovation system of various countries and are the main force in the industrialization of scientific and technological achievements. The technological innovation of SMEs in China is facing difficulties such as shortage of innovative talents, insufficient funds, difficulties in financing, weak technology, backward management, and unsound social service systems. In order to promote the development of technological innovation in China’s SMEs, a research framework for SMEs’ technological innovation management based on comparative management theory was proposed. From the internal technological innovation management system and the external environment of the system, a comparative analysis of the technology innovation management of small and medium-sized enterprises in China and the United States is conducted. The United States has learned from the useful practices and proposed countermeasures to improve the technology innovation management of China’s small and medium-sized enterprises.
