近年来中国绿色建筑的数量迅速增长,截至2015年末,全国共评出3979项绿色建筑评价标识项目,总建筑面积达4.6亿m2.为贯彻“十三五”规划的“绿色发展”理念,中国绿色建筑管理整体框架体系逐步建立和完善,预计“十三五”期间中国将新增绿色建筑近6.7亿m2,既有建筑节能改造27.5亿m2,由此产生的增绿总投资为4971.2亿元.本文对比了国内外绿色建筑评价体系,分析了绿色建筑行业发展现状、支持政策及政策执行存在的困难,预测了推进绿色建筑发展的绿色债券潜在需求,在此基础上提出了促进绿色建筑发展的绿色债券政策支持建议.
