核心提示:开发区作为改革开放的先导区和体制机制创新的实验区,30年来取得的成就举世瞩目。但在新形势下,也存在着一些亟须研究解决的新矛盾和新问题,主要是:开发区法律主体地位不明确,职能权限不到位,优惠政策被冲销,简政放权不落实,审批隐性门槛多,社会管理负担重,旧体制回归趋向明显,开发区机构设置和编制管理不够规范,先行先试与依法行政矛盾突出,功能趋同造成行政资源浪费,人事人才机制僵化等等。国内专家学者与实际工作者合作互动,在山东举办研讨会,着重就以上问题进行了研讨。

The establishment and management of the institutions in the development zone are not standardized enough. There are many contradictions between the pre-emptive trial and the administration according to law, and the convergence of functions leads to the waste of administrative resources and the rigid personnel personnel mechanism. The domestic experts and scholars interact with the actual workers and hold seminars in Shandong Province, focusing on the above issues.
