非建设用地管控途径探索--以佛山市顺德区为例

目前城市规划编制体系中,非建设用地往往是规划的"留白区",建设用地的"发展备用地",随着自然资源领域改革的不断深入,如何有效实施城乡非建设用地的规划管控,逐渐成为规划领域关注的重要问题.本文以顺德非建设用地管控为案例,提出非建设用地管控的主要困境在于其综合效益与建设用地存在级差,且现有管控手段和积累措施无法抑制用地性质转化的动因,并针对问题提出纳入法定规划体系、整体管控,对城乡非建设用地提出分类实
