China has been greatly engaging in global outsourcing services.Despite the increase in global outsourcing services, the nature of partnerships involved between Chinas providers and their overseas clients have not received adequate attention in the scholarly literature.In this paper, we analyze three possible types of outsourcing networks partnership: tactical, strategic and transformational partnership.Based on software development "waterfall model", we explain the providers role of China in software outsourcing networks and fmd it is in the tactical partnership.We conclude that Chinas low value chain in software outsourcing networks are decided by the tactical partnership.Finally, we give some suggestions on how to improve Chinas software outsourcing industry.
