一、我国特殊钢面临的主要问题建国以来,我国特殊钢生产有了较大的发展。生产厂由解放初期的极少量发展到目前的15个重点厂家。1992年特殊钢产量达到800万吨,占钢总产量的10％。品种质量也有一定改进,特别是用于国内高新技术产业的新品种新材料有了较大发展。最近,《中美市场准入谅解备忘录》中确定取消大部分特钢产品进口许可证和数量限制,为“入关”做准备,国外特殊钢产品将无限制地进入我国市场。面对这种情况,我国特殊钢企业将面临许多问题。1、特殊钢比低是钢铁工业中的一个突出薄弱环节我国特殊钢比远远低于其他产钢大国。
