利用轨迹统计推断调整海西航路警戒区

  台湾海峡是东北亚各国与东南亚、印度洋沿岸各国间的海上捷径,其交通主流是通行海峡的南北向航次,然而海峡两岸启动大三通后,穿越海峡的客货运船舶日益增多,导致直航航次与台湾南北干线主交通流交叉现象凸显,台湾海峡西侧水域冲突日益加剧,因此实施台湾海峡的船舶定线制,特别是科学界定出警戒区对规范台湾海峡这一航行密集区具有重要意义。“警戒区”(Precautionary Zones)是船舶定线制中由航道(含有推荐航向信息)边界线所组成的区域,在警戒区内的船舶必须特别谨慎地航行。警戒区具有较大航行危险,目前研究多是从航行规则角度作定性分析,或基于事故及交通冲突点统计作定量分析。本文拟从主航迹带出发,寻求警戒区设定的量化分析解决方案。
