We generalize a classical action fuction of Hamiltonian diffeomorphisms(in symplectic dynamical systems) to the case of conservative homeomorphisms of surface (in surface dynamical systems).As applications,we will show how to study the torsion (distortion) homeomorphisms (diffeomorphisms) group of closed oriented surfaces.
