The 4-Level Commanding System for Disaster Emergency Relief (hereinafter referred to as ‘the system) has been designed and set up for the disaster relief departments at the central,provincial,prefectural and county government correspondingly,for the purpose that the government can better perform its function of disaster emergency relief,improve the disaster emergency response and relief capacity and guarantee the basic life as well as the legitimate rights and interests of disaster-affected people.
