There are two problems that can not be evaded in the study of the Provisional Senate in the Republic of China. That is, the question of presidential system and cabinet system of responsibility. These two issues were one of the important reasons that affected and plagued the political arena in early Republic of China. What is the difference between presidential system and responsible cabinet system?
