初审作为决定稿件的去留的第一道关卡,也是期刊质量把关的首要环节。初审在科技期刊编辑工作中占有重要的地位,科技期刊编辑需要以公平、严谨和专业的态度来对待每一篇稿件的初审工作。科技期刊编辑首先需要考察稿件研究方向是否符合期刊报道范围、稿件写作水平是否达到标准,核实是否存在学术不端行为,再进一步评判研究是否具有创新性以及学术价值如何等,进而及时淘汰达不到期刊发表标准的稿件,筛选出相对优秀的稿件进入后续的审稿流程。《水生生物学报》的初审工作分为由青年学术编辑负责的编辑部初审以及由主编和副主编负责的主编初审两部分。通过两轮初审的层层把关,可以最大限度保证进入外审阶段的稿件的质量,减轻编辑部和外审专家对后期稿件处理的工作量,降低外审退稿率,从而提高期刊整体质量。

The preliminary work of the Journal of Hydrobiology is divided into two parts: the preliminary review by the editorial department under the charge of young academic editors and the primary examination by the chief editor and the deputy chief editor. Through two rounds of first-instance checks at each level, the quality of manuscripts entering the external examination phase can be guaranteed to the maximum extent, the workload of editorial department and external expert on post-manuscript processing can be reduced, the rejection rate of external examination reduced, and the overall quality of journals can be improved.
