重点小城镇是新型城镇化推进的重要空间载体,探讨其“多规合一”具体实施路径,对于创新小城镇开发模式、缓解城市压力、带动农村及周边地区发展具有重要意义.本文首先对重点小城镇的概念进行界定,进而剖析重点小城镇规划编制现状及存在的问题,并梳理新型城镇化背景下重点小城镇发展面临的机遇,提出“多规合一”中差异图斑处理、土地资源与建设任务平衡关键技术问题,最后,以门头沟区潭柘寺镇为例,探讨新型城镇化背景下“多规合一”工作的具体实践路径,以期为中国重点小城镇“多规合一”编制工作提供参考.
