Since the reform and opening up, the change of rural land system effective promoted rural development.However, as Chinas economy continues to develop, the gap between urban and rural have been increase, rural development is faced with more and more obstacles.These obstacles can be summarized for limited social technical capacity.It have been cause by land system that loss some founction, weak public finances and social investment, the lower the quality of science, culture and technology of the peasants, as well as a serious outflow of talent and resources in rural.In the final analysis, under the Pareto-optimal principle, it formed part of the contradictions and conflict that the rural development and urban development, but sought the modernization of Chinese society, under the auspices of state power, must be taking into the balance between urbanization and rural development, which also is seek to the coordinate urban and rural, social justice, equality and stability.
