Watersheds and their inherent water resources are complex natural and human affected ecosystems and as such often require complex and interwoven management structures to accomplish the goals of the stakeholders.Watersheds do not fit into the neat management packages of cities, counties, states or provinces or even countries but are defined by topographic or basin boundaries.Thus, management of most watersheds requires the often complicated and tenuous cooperation of multiple governmental units.These governmental bodies may have very different goals and regulations for the water resources within their jurisdictions and see their needs as quite different from their neighbors needs.
