《国家通用语言文字法》颁布后 ,很多地方开始着手制定当地的《〈国家通用语言文字法〉实施办法》 ,或准备修订已颁布的地方法规和规章。本文讨论地方制定《国家通用语言文字法》的实施办法的有关问题 ,主要包括 :国家为什么不制定统一的《法》的实施办法 ,而由地方制定 ;新世纪语言文字工作的任务和目标 ;语言文字法律法规体系框架和《实施办法》的法律定位等。
After the promulgation of the “State Universal Language Law”, many places started to formulate the “Implementation Measures of the State General Language Law” or readjust the local laws and regulations promulgated. This article discusses the local issues related to the formulation of the Law on the Implementation of the Law of the State in General Languages and Writings, which mainly include: Why the state does not formulate a unified implementation of the “law”, but formulated by local authorities; tasks and goals of language and script work in the new century; language The text legal system framework and the legal implementation of the “law” and so on.
