构建了集体林权制度改革利益相关者满意度的评价指标体系,并且用G1法和熵值法的组合方式确定了指标体系的权重。以模糊数学原理为基础构建了集体林权制度改革利益相关者满意度的综合评价模型。利用2013年1月在福建省三明市3县13村280户农户和56位林业管理者的调研数据,计算了各个集体林权制度改革的满意度并测算了综合满意度数值。结果显示,模糊综合评价适合集体林权制度改革利益者满意度的评价,而且评价结果与实际相符。三明市集体林权制度改革利益相关者满意度由高到低的排序依次为林业管理者、村干部、环境和普通村民。针对满意度的差异,找出了三明市集体林权制度改革中的问题,并提出了相应的政策建议,最后对评价模型的运用进行了总结。
The index system of evaluating the satisfaction degree of the stakeholders in the reform of collective forest rights system is constructed, and the weight of the index system is determined by the combination of G1 method and entropy method. Based on the principle of fuzzy mathematics, a comprehensive evaluation model of the satisfaction of stakeholders in the reform of collective forest rights system was constructed. Based on the survey data of 280 households and 56 forestry managers in 13 villages in Sanming City, Fujian Province, in January 2013, the satisfaction degree of each reform of collective forest rights system was calculated and the comprehensive satisfaction value was calculated. The results show that the fuzzy comprehensive evaluation is suitable for the evaluation of the satisfaction of the beneficiaries in the reform of collective forest tenure system, and the evaluation results are in line with the actual situation. The descending order of satisfaction of stakeholders in Sanming collective forest tenure reform was forestry managers, village cadres, environment and ordinary villagers. According to the differences of satisfaction, the problems in the reform of collective forest tenure system in Sanming City were found, and the corresponding policy suggestions were put forward. Finally, the application of evaluation model was summarized.
