Hong Kong is a small territory and most of the development there are subject to the constraints by its hilly topography and other factors. To meet with the increasing demand for the need on urban development and to address on the question of how much, what type and where new development land should be provided, the previously completed Territorial Development Strategy, the highest tier of land use planning for Hong Kong, has to be updated on a regular basis to keep pace with changing circumstances. The last review of the Territorial Development Strategy was completed in late 1996. The Final Report on this review was agreed upon by the Executive Council in February 1998 and published the following month. Since then, a number of factors have surfaced, which have implications for the long term development of Hong Kong. These include the effects of the financial turmoil in Asia, and the Mainland Chinas accession to the World Trade Organization ( WTO ) . In November 2000, the Hong Kong SAR Government launched a study, entitled "HK2030: Planning Vision and Strategy" ( the HK2030 Study ), to review the Territorial Development Strategy and bring it up-to-date. Under the overarching goal of adhering to the principle of sustainable development, one of the planning objectives of the HK2030 Study is to provide a good quality living environment.
