建国以来铁路每公里造价从四、五十万元提高到三、四百万元以上,提高了6~7倍,远远超过了物价和工资水平的上升幅度。对铁路造价的这种非正常上涨,有关方面反复进行了调查研究;找出了原因,提出了措施。但至今收效不大。虽然旧线潜力还不小,但不是无限的。随着运量的较大增长,后十年必要的新线较多,预计平均每年需要修建1000公里以上,任务非常艰巨。新线降造问题必须进一步引起高度重视。本文不作论述。
Since the founding of the People’s Republic of China, the cost per kilometer of railways has risen from 40,000 to 50,000 yuan to more than 3 to 4 million yuan, an increase of 6 to 7 times, far exceeding the increase in prices and wage levels. This abnormal rise in railway construction costs has led to the repeated investigations and studies conducted by relevant parties; the reasons have been identified and measures put forward. But so far with little success. Although the old line potential is not small, but not unlimited. With the large increase in traffic volume, there will be more new lines needed in the latter 10 years.
