“创新是一个民族进步的灵魂,是一个国家兴旺发达的不竭动力,也是一个政党永葆生机的源泉。”①地方政府作为履行地方公共服务职能、管理地方公共事务的重要主体,其决策好坏决定地方政府行政管理的成败得失,也决定着一方经济、社会的发展状况与质量,由此可见,地方政府决策的创新尤为重要。创新理应成为在科学发展观指导下政府决策的重要特性,也理应成为地方政府科学决策、民主决策、依法决策的重要评判标准之一。
“Innovation is the soul of a nation’s progress, an inexhaustible motive force for a nation’s prosperity and development, and a source for its political parties to maintain their vitality.” ① As a major part of local public services, local governments manage local public affairs, Deciding the quality of local government success or failure of the decision-making, but also determines the economic and social development of one party and quality, we can see that the innovation of local government decision-making is particularly important. Innovation should become an important feature of government decision-making under the guidance of the scientific concept of development. It should also become one of the important criteria for local governments to make scientific decisions, make democratic decisions, and make decisions according to law.
