社会保障对城市发展至关重要。作者梳理了我国城市社会保障制度的建立和发展的演进过程,分析了城市社会保障发展中面临的困难和问题,提出扩大实施范围,使城市每个公民都能享受社会保障;加强立法,推进制度规范化;筹措资金,提高社会保障的支撑能力;强化管理,实现服务社会化等完善社会保障构建和谐城市的对策和建议。
