期刊“违规”与期刊管理办法改革

【摘要】

：

分析了产生期刊“一号多刊”、“一号多版”、“乱出增刊”等违规行为的原因,认为产生这些“违规”行为的根本原因是巨大的稿件产出量和极为有限的期刊数量之间的矛盾,而不是所谓编辑职业道德的滑坡.提出解决这些违规行为的办法是,在现有的期刊总量不变的框架下,实行“期数不限,页码不管”的办法,使期刊运行符合自身发展规律,以提高论文登载量,有效缓解供求矛盾.认为实行这一办法后,对完善编辑人格、解放文化生产力将产生
