Scenario Analysis of Typical Automakers’ Strategy to Meet Dual-Credit Regulations of CAFC and NEV

  The parallel scheme of Corporate Average Fuel Consumption(CAFC)and new energy vehicle(NEV)credits newly in- troduced by the Ministry of Industry and Information Technology(MIIT)of China is an innovative exploration to regulate conventional gasoline vehicles(CGVs)and NEVsin passenger vehicle(PV)sector at the same time, which is expected to function as a long-term management mechanism for CGVs to be energy-efficient and NEVs to be well-promoted. It will pose significant impacts on the developing trend of Chinas automotive industry, as well as automakersbusiness decisions. Taking four typical automakers as cases, who have dif- ferent levels ofCGVsaverage fuel economyand distinguished NEV production, scenario analysis has been applied to generatethese auto- makersalternatives in compliance with dual-credit regulations from 2017 to 2020, based on the Interim Measures on the Joint Manage- ment of CAFC and NEV Credits(Draft). Typical automakerscomplying alternatives are comprehensively compared.Besides, in view offinancial loss of halted productionif failure to comply, the value of CAFC and NEV credits and corresponding influencing factors are an- alyzed from the internal perspective of automakers. Finally, the most cost-effective complying strategies are summarized for these auto- makers and improvement for the regulations is proposed for the government.
