分离式城市规划环评模式剖析--以城市总规为例

：

回顾迄今为止已完成的城市规划环评实例，几乎100％是采取“分离式规划环评模式”。本文结合对利害相关方访谈等研究方法剖析了分离式规划环评模式占主导地位的成因。分离式规划环评模式对城市规划决策过程影响甚微，无助于“提高规划的科学性”，背离了推行规划环评的初衷。具有无法对多方案进行比选、晚期介入实际难以调整规划方案、阻碍规划环评技术水平提升等诸多弊端。据此，提出了互动式规划环评模式作为解决之道。
