加强行政程序法治建设,是推进政府依法行政、加快法治政府建设进程的迫切需要,行政程序法治化是法治政府建设的基础工程。法治化的行政程序不仅有利于保障行政的过程性、规范行政权力的行使,更有利于保障参与和促进监督,最终有利于促进经济、效率、公正等多元行政价值的实现。改革开放以来,尤其是近20多年来,中国行政程序法治建设取得了巨大成就。在全国层面上,行政处罚法、行政许可法、行政强制法,以及立法法、行政法规和规章制定条例、信息公开条例等法律、法规的意义更多地侧重于程序法治方
To strengthen administrative procedure construction of rule of law is an urgent need to promote government administration according to law and speed up the construction of government by law. The legalization of administrative procedure is the basic project for the construction of a government ruled by law. The legalized administrative procedure is not only conducive to ensuring the administrative process, regulating the exercise of administrative power, but also conducive to safeguarding participation and promoting supervision. Ultimately, it is conducive to promoting the realization of multiple administrative values such as economy, efficiency and fairness. Since the reform and opening up, especially in the past two decades or so, the construction of the rule of law in administrative procedures in China has made tremendous achievements.
