City waterlogging is inevitablebecause of poor drainage and Intense rainfall in China. As frequently urban waterlogging, there is a huge challenge on drainage emergency decision.Traditional rainfall-runoff models based on discharge equation or momentum equation or energy equation are difficult to be applied to applied to urban drainage simulation in China. For the fragmentation and space complexity of urban surface, urban waterlogging model is constructed using cellular automaton and rules instead ofmathematical equations.
