文化是一种精神,是一种存在于社会中的普遍信仰和共同遵守的规范、惯例,对人的行为具有内在驱动力,是一个民族、一个国家生命力是否旺盛、凝聚力是否强大、创造力是否卓越的体现。中国律师是中国社会主义法治建设的重要力量,在构建和谐社会的进程中负有特殊责任,肩负着推进社会民主与法治、促进社会经济发展的历史使命。开展律师文化建设,构建律师文化体系,就是要通过文化的力量,使律师在同一类型和模式的文化氛围中得到教化、培养,形成共同的价值观念和行为准则,激发律师为民服务的积极性、主动性和创造性,为行业的发展提供良好的内部环境,创造和谐的外部环境。司法行政机关作为律师文化建设的发起者、组织者和推动者,如何根据律师工作的特点,站在时代发展和社会进步的前沿,在律师文化建设的培育、发展、繁荣过程中发挥积极作用,推动律师文化建设工作不断发展,笔者想从司法行政机关律师管理工作的角度谈点个人看法。

Chinese lawyers are an important force in the legal construction of socialism in China and have a special responsibility in the process of building a harmonious society. They shoulder the historical mission of promoting social democracy and the rule of law and promoting social and economic development. Carrying out the construction of a lawyer’s culture and building a lawyer’s cultural system mean that lawyers should be educated and cultivated through the cultural forces of the same type and model so as to form common values and codes of conduct and stimulate their enthusiasm for serving the public. Initiative and creativity for the development of the industry to provide a good internal environment and create a harmonious external environment. As the initiator, organizer and promoter of the lawyer’s cultural construction, how to play an active role in the cultivation, development and prosperity of lawyer’s cultural construction according to the characteristics of lawyer’s work, how the judicial administrative organ stands at the front of the development of the times and social progress, In order to promote the continuous development of lawyer culture construction, I would like to talk about personal opinions from the perspective of lawyer administration of judicial administrative organs.
