随着核电技术的发展需要和核电出口需要，我国自主知识产权的核安全分析程序正在积极发展，并已有一定成效。因此，自主研发的安全分析程序的认可问题成为重点。我国核安全法规中对安全分析程序的认可提出了要求，但是没有具体说明实施方法和要求。
