Science and technology is the first productive force. If the small enterprises want to go on with the sustainable development，they should not only have the development strategy，but also have the relevant tactics to guarantee thestrategy to beput into reality. It is required that the small enterprises should carry out the technical reformation，de-velop the high and new technical products，raise the modem management level so as to increase their developmentspace.
The small enterprises should positively strengthen the cooperation with the colleges and the research institutes
to put various new technologies into industrialization via relevant cooperation ways.
Based on an analysis of small enterprises features，the transferring strategy and strategic decision-making support that the small enterprises can adopt in the 21st century under electric commerce are discussed and presented in this paper.
