Development of the United Nations regulatory provisions related to vehicle lighting and light signalling is done by the Working Party on Lighting and Light-Signalling.This Working Party is working within the World Forum for Harmonization of Vehicle Regulations that is a part of the Inland Transport Committee under the United Nations Economic Commission for Europe.A quick introduction and rudimentary comparison of 1958 and 1998 Agreements regarding international regulations on vehicle safety will be presented.Differences in the process and the challenges regarding development and implementation of vehicle safety regulations under the type-approval and self-certification systems will be highlighted.This paper will also touch upon the draft revision-three of the 1958 Agreement and subjects still under discussion (e.g.voting process, whole vehicle type-approval, United Nations Regulation 0).It will also update the readers on the progress in simplification of the United Nations Regulations on lighting and light signalling.The conclusion of this paper will speculate on the significance of the present and possible future amendments to the 1958 Agreement for countries utilizing the self-certification system and how these countries can operate within the 1958 Agreement.
