一、我国的水危机日趋严重,水工业急需加速发展水资源短缺和水环境污染造成的水危机不但严重困扰着国计民生,而且已经成为我国社会经济发展的重要制约因素。在社会经济发展规划中影响我国资源配置的最重要制约因素就是水。水危机的缓解依赖水资源的可持续利用和保护,也就是说,必须尽快建立系统完备的水工业良性发展体系。
First, the water crisis in our country is getting worse day by day. The water industry is in urgent need of accelerating the development of water scarcity and the water crisis caused by water pollution. This not only seriously hampers the national economy and the people’s livelihood, but also has become an important constraint on China’s social and economic development. The most important constraint that affects the allocation of resources in our socio-economic development plan is water. The alleviation of the water crisis relies on the sustainable use and protection of water resources, that is to say, we must establish a sound system of water industry development as soon as possible.
