A basic principle of first aid is to prevent further injury and only then to try and assist the injured.Land management has similar priorities.First to prevent further pollution (e.g.through the Environmental Permitting regime) or creation of contaminant-pathway-receptor linkages (e.g.through the land use planning regime) and only thereafter to remediate in order to remove risks that are so high they are unacceptable (through the contaminated land regime).
