The importance and strategic meaning of the public infrastructure have already been generally and globally recognized in the world, but because long construction period, huge investment, high social influence and highly public, the construction and development of infrastructure had been significant problem nagged the governments all over the world. Under such background, social investment with tremendous strength had tried to participate in development of infrastructure projects, and so many national or local governments had put public-private cooperation into practice.As typical modes of public-private cooperation, BOT, TOT and PPP modes have been applied by various infrastructure projects in several countries, and not only some special strengths of them had outstood, which can not be with traditional financing mode, but many meaningful and practical derived modes had been born. However, no matter in literature study or in actual project, there are some defects, limitations and inadaptability of them. Taking these shortcoming sand problems as the break, an innovative financing mode will be studied in this paper, which can be more adaptable and flexible and can integrated advantages of BOT, TOT and PPP modes.Based on some classic theories related with infrastructure development, such as Theory of Public Goods, Theory of Infrastructure Privatization and Theory of Project Distinguish, this paper analyzes relative conceptions, stakeholders, project structure, project procedure in detail, and states and compares the strengths, weaknesses and complementarities of them comprehensively, in order to demonstrate and explain the feasibilities and necessities. Moreover, refer to thoughts of Meta-Synthesis Method System; the system and basic structure of BOT-TOT-PPP integrated financing mode are discussed in following aspects. Firstly, the mechanism and causes of this mode are analyzed based on classic physical theories. Secondly, connected analyses of macro, medium and micro project circumstances, operation system and basic structures are set up. Thirdly, by various methods, typical and main functions of this new mode are analyzed. Finally, in order to demonstrate practical meaning, take an international co-financing project as case, some contents of BOT-TOT-PPP integrated financing mode are tested and applied.
