Government guaranteed loans for business start-ups are of great significance to the realization of employment for business start-ups and the maintenance of social stability.Since launching the venture guarantee loan work for more than 10 years,our government has vigorously promoted the employment of entrepreneurs,improved the lives of the people,promoted the development of the local economy,and achieved good economic and social benefits.In recent years,the work of venture guarantee loans has accelerated significantly,the scale of loans has grown rapidly,and some regions have also experienced blow-out growth.The total amount and number of loans guaranteed by enterprises in Rongchang District of Chongqing City have risen steadily,the rate of non-performing loans is low,and the employment effect has been remarkable.This has effectively solved the problem of entrepreneurs ’difficulty in financing and expensive financing,and the loan population has gradually spread from the urban areas to rural areas.Returning farmers,returning migrant workers and other new types of people have become the main loan.Through the analysis of the implementation of enterprise guarantee loan policy in changchang district of Chongqing city,the following problems are found: narrow coverage of loan population,risks in the management of guarantee fund,weak service capacity of operating institution and unreasonable policy provisions.Through the analysis of the situation of the venture guarantee loan in Luoyang City of Germany and Henan Province,the enlightenment was obtained.Finally,according to the actual situation of the venture guarantee loan in Rongchang District,the author puts forward the countermeasures to solve the problem of the implementation of the venture guarantee loan policy from the three dimensions of the loan population,service institutions,and policy adjustment: cultivating the sense ofgood faith and promoting the construction of the credit environment;Broaden the scope of support and bring about greater social benefits;Strengthen the supervision system and create a good atmosphere of public opinion;We will strengthen institutional safeguards and enhance the government’s ability to support them.Improve the information system and improve the value of data utilization;We will strengthen departmental linkages and establish coordination mechanisms.
