The Beiyang official newspaper was first published in December 1902 and ended in May 1912 with the destruction of the Qing dynasty. Looking at the publication of the “Northern Officials Newspaper” in the late Qing ten years, we can see that it should be born of the New Deal. It is also a priority for reporting and publicizing the New Deal. The purpose of this study is to look at how the modern newspaper founded by the government locates itself through the “Beiyang official newspaper” and at the same time sort out the textual links between this new official newspaper and the pre-existing newspapers in the late Qing Dynasty, especially the Beijing newspaper and the declaration.
