The reform that "People have the power of forest" greatly liberated the social productive forces in western mountains. At this time, how to resolve the problem that "development in the protection, protection in the development " from the theory and practice has become a major issue that XinPing mountain county to achieve scientific development.This year the central government called for the first time forestry work meeting since the founding of China. Premier Wen published an important speech on the forestry reform and development, formally established the forestry’s an important position of the country’s economic development, clearly established the forestry’s role of sustainable development strategy, ecological construction, western development and climate change.Agriculture is the basis, industry is the dominant position of Country’s development, the forestry has been emphasized from the earlier "agriculture and forestry" economic form, which in order to distinguish it from the old way. This understanding of the forest industry is a breakthrough that opens broad areas for the theoretical research and scientific practice, but also it has proposed a new task for environmental planning and environmental economics researchers. In recent years, the quality and enthusiasm of economic construction participants continue to be improved, as the socio-economic development, growing of industrial types, which resulting an unprecedented forestry industry with new content, new impetus. In this context, this study took forestry ecological construction and forest industry development of Xinping mountain County for the specific cases,which presented the forestry development model with new content, new impetus,which in order to promote the forestry ecological construction and forestry industrial development of Xinping County, and looked forward to playing a role for other parts of the forestry. By analyzing the forestry data of 1984-2007, draw the following conclusions:(1) Forest coverage increased significantly. The forest coverage was 29.26% of Xinping County in 1984,19.81 percent of shrub forest cover,49.07 percent of forest coverage; the forest coverage of 50.09% in 1996, shrub forest coverage rate of 20.07%,70.16% of forest cover; forest land coverage rate of 60.02% in 2007, shrub forest coverage rate of 13.66%, forest cover of.73.68%.From 1984 to 2007, the forest coverage increased 24.61 percentage points(2)The areas of forest lands and forest reserves Increased. The forest land areas increased by 53.2 thousand hm2 in 1984-1996, an average annual growth rate of 1.7%; non-forest land area reduced 53200 hm2, an annual decrease of 2.7%; county forest land areas increased from 315787.3hm2 in 1996 to 320433.1 hm2 in 2007, increased by 1.14%, an average annual increase of 0.13%.(3)Combined with the actuality, the development of forest products industry, including bamboo, walnut industry growing fast. Form a Mopanshan National Forest Park, Ailaoshan Tea-Horse Road, Xinhua ancient forests such as the main tourist scenic spots, attracting a large number of tourists and forest tourism developers for scientific investigation and research to make some contribution. "Huayao Dai," characteristics with national conditions and customs, attracted many domestic and foreign tourists, expanding a new level of visibility in the world.
