网络空间治理的基础是用有效的规则约束各国在该领域内的行为。作为互联网主导大国与后发大国,美国与中国在网络空间规则建构的互动具有重要意义。中美两国需要以较为一致的网络空间概念认知为前提,在中美新型大国关系与“人类命运共同体”理念的指导下,加强双边“2轨”和“1.5轨”对话,通过由低级到中级和高级的梯次路径,协商制定网络空间规则规范。短期内,中美网络空间规则制定会在有限议题协商的低级路径内进行,长期则应朝着达成非正式机制的中级路径和建立相互认可的规则机制的高级路径努力,进而塑造网络空间国际准则和规范。中美网络空间规则的成功制定不仅有利于中美关系的发展,而且在网络空间全球治理进程中也将发挥不可替代的引领作用。
The basis of cyberspace governance is the use of effective rules that constrain the behavior of nations in that area. As the leading power and the later power in the Internet, the interaction between the United States and China in the construction of cyberspace rules is of great significance. China and the United States need to be more consistent with the concept of cyberspace awareness as a precondition, under the guidance of the new-type big power relations between China and the United States and the concept of “community of human destiny”, strengthen bilateral “2-track” and “1.5-track” "Dialogue, negotiating the development of cyberspace rules and regulations through low-to-medium and advanced echelon paths. In the short term, the development of cyber-space rules in China and the United States will take place in the low-level path of negotiation on limited issues. In the long term, efforts should be made to reach the intermediate path of informal mechanisms and the high-level path of mutual recognition of rules and regulations so as to shape the international norms of cyberspace And norms. The successful formulation of the cyberspace rules between China and the United States is not only conducive to the development of Sino-U.S. Relations, but also plays an irreplaceable leading role in the process of global governance in cyberspace.
