一、信贷资金政策与农副产品收购调销政策的关系。农业发展银行信贷资金政策制定和实施,要取决于国家农副产品收购调销政策的规定和趋向。反过来,信贷资金政策为实现国家农副产品收购调销政策服务,信贷资金政策的科学制定和有效实施,直接会影响到收购资金能否封闭运行,进而关系到能否贯彻执行国家的农副产品收购调销政策。因此,在收购资金封闭运行过程中,农业发展银行信贷资金政策与国家农副产品收购调销政策客观上存在着密切的联系。为处理好这一关系,首先,农业发展银行应根据不同时期的农副产品收购调销政策规定,及时调整信贷资金政策,完善信贷资金政策体系。第二,各级农业发展银行不仅要准确全面地贯彻执行信贷资金政策,而且还要结合各地实际,制定具体实施的办法,使信贷资金政策落实到具体的工作中。保证国家农副产品收购调销政策与农业发展银行信贷资金政策的协调性、一致性,以促进收购资金的封闭运行。
