在社会主义市场经济体制下,市场对资源的配置起决定性作用,但是“市场失灵”的存在,强调着国家对经济进行宏观调控的必要性,从而证明国有企业存在的合理性。以对国有资产管理体制现状的研究为基础,从收入分配公平角度来看,我国国有资产管理体制中存在的问题是:国有资产初次分配偏向国有企业、国有企业留置利润过多以及国有企业薪资制度的不合理。分析问题的存在原因,提出关于以市场资源配置效用促进初次分配公平、减少国有企业留置利润以及促进国有企业薪资制度合理化的解决对策,以求完善国有资产管理体制改革,促进收入分配公平。
Under the socialist market economic system, the market plays a decisive role in the allocation of resources. However, the existence of “market failure” emphasizes the necessity of macro-control of the economy by the state and thus justifies the existence of state-owned enterprises. Based on the research on the status quo of the state-owned assets management system, from the perspective of fairness of income distribution, the problems existing in the state-owned assets management system in our country are as follows: the primary distribution of state-owned assets is biased towards the state-owned enterprises, the excessive retained profits of state-owned enterprises and the salary system of state-owned enterprises Unreasonable. In order to improve the reform of the state-owned assets management system and promote the fair distribution of income, this paper analyzes the reasons for the existence of the problems, proposes solutions to promote fairness of primary distribution, reduces retained profits of state-owned enterprises and rationalize the salary system of state-owned enterprises.
