胡锦涛:加快转变政府职能提高行政效率中共中央政治局2005年12月20日下午进行第二十七次集体学习,中共中央总书记胡锦涛主持。他强调,必须从全面建设小康社会、加快推进社会主义现代化的全局出发, 从实现好、维护好、发展好最广大人民的根本利益出发,深刻认识推进行政管理体制改革的重大意义,加强研究,通盘规划,突出重点,精心部署,坚定不移地把行政管理体制改革继续推向前进。他指出,推进行政管理体制改革是贯彻落实科学发展观、完善社会主义市场经济体制、建设社会主义法治国家的必然要求。我国目前的行政管理体制同经济社会发展不断推进的新形势还存在着不适应的方面,需要进一步加以解决。要通过推进行政管理体制改革,加快转变政府职能,改进行政管理方式,加强行政法制建设,形成有利于转变经济增长方式、促进全面协调可持续发展的机制,推动经济社会发展转入以人为本、全面协调可持续发展的轨道。
