汉中市位于陕西西南部，北依秦岭，南屏巴山，汉江横贯东西，是一个传统农业大市。农业人口近300万，占全市总人口的80％，农村种养植(殖)业在全市国民经济总量中占有较高比重，也是全市农民的主要收入来源渠道。2004年初，中央1号文件下发后，汉中市物价局及时组织全局干部学习、领会文件精神实质，并结合当地实际，发挥价格部门职能作用，努力做好为农民减负增收的工作，受到政府和人民群众的好评。
