介绍了电力市场必须解决的几个问题,结合中国实际情况,基于节能发电调度和国际贸易理念提出了一套电力市场竞争机制,并进行了深入的分析和探讨。模拟实例表明,所提出的电力市场竞争机制能有效解决目前中国电力市场中存在的区域资源优化配置与区域经济协调发展相结合的问题、电网公司购电风险问题,可以将节能发电调度、环保排放与电力市场有机协调起来,用市场机制而不是行政机制来实现节能发电调度和环保排放。
Several problems that must be solved in the electricity market are introduced. Based on the actual situation in China, a power market competition mechanism based on the concept of energy-saving generation dispatch and international trade is proposed and in-depth analysis and discussion are conducted. The simulation example shows that the proposed power market competition mechanism can effectively solve the problem of the integration of regional resource optimization and regional economic coordination in the current Chinese electricity market, and the power company’s power purchase risk issue. It can be used to generate energy-saving power generation dispatches and environmental protection emissions. In coordination with the electricity market, the use of market mechanisms rather than administrative mechanisms to achieve energy-saving power generation scheduling and environmental emissions.
