秦皇岛港分新(东区)、老(西区)两个港区,在新建煤码头之前,新区主要是油码头,单独构成油作业区;老区有杂货、散货(以煤为主)等大、小码头九个泊位,及一个铁路车场作为铁路——港区——码头之间路港作业的运转车场,统归为一个作业区。港务局的局调、货调、煤调、计划、统计及车场调度均设置在老车场附近的调度室内。因秦港煤、货的总运量占秦皇岛车站总运量的比例较大,因此,秦皇岛车站站调进驻在秦港调度室内直接参与秦港运输作业的指挥,而线路值班员却驻守在秦皇岛车站调度室。
