为了顺应生态文明建设的要求,发挥法律在农村生活垃圾污染防治的制度优势,针对“垃圾围村”的严峻形势,本文提出了加强环境教育促进农村居民环境保护理念、建设和完善农村生活垃圾污染防治相关法律制度、发挥农村社区组织对农村生态环境的监督作用、强化城乡环卫基础设施一体化建设、加快传统经济发展模式向循环经济发展模式转变的法律对策建议。
