党的十六届三中全会提出“坚持以人为本, 树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”;强调按照“统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放”的要求,推进我国的改革和发展。今年2月在中央党校省部级主要领导干部“树立和落实科学发展观”专题研究班和3月召开的全国人大、政协会议上,中央领导同志又进一步阐述了科学发展观的深刻内涵。如何进一步深化对科学发展观的认识,把科学发展观扎扎实实地贯彻落实到具体实践中去,是摆在全党面前的一个重要课题。
