近年来国家一系列法律、法规的颁布实施,监督管理法规体系已基本形成,政府工程质量监督管理步入了依法执监的快车道。监督机构的人员素质、设备、监督理论和经验乃至权威性取得了质的变化,但一些工程质量监督机构的人员素质不高、设备相对滞后以及自我廉政、勤政约束机构不健全的问题依然不同程度地普遍存在,影响工程质量的监督力度和深度,直接削弱了政府监督的有效性和权威性,亟待改进和完善。
