文章以2006—2010年我国31个省市的面板数据为基础,应用非参数的Malmquist指数法,实证测评我国网络信息资源动态效率。结果表明:我国网络信息资源配置效率处于较快增长态势,年平均增长率为32.4%,技术进步对网络信息资源配置效率的贡献最大,其推动力要远远高于技术效率;东、中、西三大地区网络信息资源配置效率均实现正增长且存在显著差异,其中西部地区增速最快,中部地区次之,东部地区最慢,并有7个省市出现规模效率损失状况。
Based on the panel data of 31 provinces and cities in China from 2006 to 2010, the article uses the non-parametric Malmquist index method to empirically test the dynamic efficiency of China’s network information resources. The results show that the efficiency of network information resources allocation in China is growing rapidly, with an average annual growth rate of 32.4%. Technology advances have the greatest contribution to the efficiency of network information resource allocation, and their driving force is much higher than that of technical efficiency. The distribution efficiency of network information resources in the three major western regions all achieved positive growth and there were significant differences among which the growth rate was fastest in the western region, secondarily in the central region and the slowest in the eastern region, and the scale efficiency loss occurred in seven provinces and cities.
