1995年农业发展银行开始办理农业基建技改贷款。至今,总行共批复项目628个,贷款54亿元,其中:基建贷款、农业技改贷款各一半,有力地支持了我国农业基础建设,增强了农业发展后劲。一、基本情况(一)项目落实做到三个“早”。一是计划上报早。二是项目评估早。三是资金安排早。(二)贷款管理纳入法律程序,为保证贷款安全、周转、效益奠定了基础。据对湖南省的调查,省分行开发处对每笔贷款不仅办理了担保或抵押手续,而且分行开发处与县代理行、借款单位、担保单位,也按项目逐个签订责任合同书,通过合同的法律效应,实行“包放、包收”的责任制。在合同约束下,分行下达的贷款一般在10日内到达项目单位。既防止了挤占挪用,又保证了贷款效益。在收回到逾期贷款方面,分行开发处同样运用合同的法律效力,与地市代理行签
