国家科委正在拟定一份《关于进一步加快和深化科技信息体制改革的意见》,其中,就改革科技信息体制提出一系列政策措施。一、从1993年开始,三、五年内现有科技信息机构中分流50％左右的人员,转入第三产业;允许自愿改行、停薪离职或提前退休,去兴办其它社会化的服务产业。二、国家对各类科技信息机构的科技服务型部分和科技服务型机构,要实行自我发展的政策。现阶段,在各类科技信息机构中,对社会公益部分可通过任命干部、参股或控股等方式参与经营
The State Science and Technology Commission is preparing a “Opinions on Further Accelerating and Deepening the Reform of the Sci-tech Information System,” which proposes a series of policy measures for reforming the S&T information system. 1. From 1993 onwards, within 3 to 5 years, the existing scientific and technological information agencies diverted about 50% of their personnel and transferred them to the tertiary industry; and allowed voluntary diversions, resigned salaries or early retirement, and set up other socialized service industries. 2. The State shall implement the policy of self-development for the scientific and technological service-oriented part of the various scientific and technological information institutions and the scientific and technological service-oriented organizations. At this stage, among various types of scientific and technological information institutions, the public welfare part can participate in the business by appointing cadres, participating in shares, or holding shares.
