探索建立新形势下兵团干部选用新机制,是深入贯彻落实党的十五届六中全会精神,进一步把党建设好的关键,是为继续履行好兵团屯垦戍边历史使命提供组织保证的重要课题,是摆在我们面前一项刻不容缓的重要任务。兵团新的干部选用机制的目标模式:立足于兵团屯垦戍边发展的客观需要,以选贤任能为目的,以民主化为方向,以法制化为基础,以科学和规范的操作为手段,实行公开、平等、竞争、择优的干部选用机制。新的干部选用机制主要是针对“进”、“管”、“出”三个环节,由相互联系而又相对独立的几个部分构成,包括公开平等的竞争机制、奖优罚劣的激励机制以及能进能出的代谢机制。
